The lender, program, eligible borrower, permitted use, and source of repayment differ materially, so a broad label such as “farm loan” or “rural development loan” is not enough to evaluate an obligation.
The Farm Credit System is a federally chartered network of borrower-owned cooperative lenders regulated by the Farm Credit Administration. Local Agricultural Credit Associations combine short-, intermediate-, and long-term lending authorities through their organizational structure.
Federal programs serve different purposes. Farm Service Agency Loans focus on eligible farmers and ranchers through direct and guaranteed farm ownership and operating credit. USDA Rural Development Loans are a broader group of programs for eligible rural housing, businesses, cooperatives, community facilities, and utilities. Neither label describes one universal loan with one rate or one eligibility test.

A federal charter does not make every institution a federal agency, and a government guarantee does not turn a loan into a grant. Farm Credit System institutions are cooperative lenders, the Farm Service Agency is part of USDA, and USDA Rural Development administers multiple agencies and programs. Farmer Mac is a separate government-sponsored enterprise that supports secondary markets for eligible agricultural and rural loans.
