Credit Ratings, Agencies, and Rating Actions

Credit rating concepts covering issuer and issue opinions, agency oversight, outlooks, watches, upgrades, downgrades, notching, and recovery.

Credit ratings are third-party opinions about the relative credit risk of issuers and obligations. They are distinct from consumer credit reports and scores, and they do not guarantee repayment or recommend a security.

The credit quality and rating actions branch explains ratings, issue-level differences, recovery, outlooks, watches, upgrades, downgrades, and notching. The rating agencies and coverage branch covers agency roles, methods, oversight, conflicts, and specialized organizations.

Read Every Rating in Context

Record the agency, exact symbol, scale, rating type, legal issuer, covered obligation, date, outlook, and watch status. Then read the methodology and rationale. An issuer rating may not apply to a specific secured, unsecured, subordinated, guaranteed, or subsidiary obligation.

Agency scales and modifiers are not perfectly interchangeable. A rating outlook is not a rating change, and watch or review status does not guarantee an upgrade or downgrade. A rating action can occur without either signal.

Maintain Independent Credit Analysis

Use ratings with current financial statements, debt agreements, maturity schedules, collateral, guarantees, covenants, cash forecasts, market spreads, and downside scenarios. Review market, liquidity, interest-rate, currency, call, and valuation risks separately because a credit rating does not fully address them.

Credit-rating content on this site is educational and does not provide a rating, repayment guarantee, lending decision, legal opinion, tax conclusion, or individualized investment recommendation.
